§ 14-11. Loitering—So as to obstruct passage or annoy passersby.

  • It shall be unlawful for any person to stand, sit or loiter on or along any street, sidewalk or crosswalk, or occupy the same so as in any manner to obstruct the use thereof, or to hinder or molest or annoy persons in passing along or over the same, or obstruct or stand or loiter around the entrance of public halls or public buildings.
